The whole intrigue is centered around carte-blanche documents kept in a vault. Whoever fills in the blank becomes the owner of a revue. Big money is involved. The nephew of the owner of the vault is trying to cheat his uncle and have his name in the documents. Everything is even more complicated because the manager of the bank has a finger in the pie, too. Who but a humble bank-teller (Pierre Richard) will ruin the scheme? He is involved in a wild chase both in France and Britain. He and his girl-friend get into scores of comic situations chasing the case stuffed with money. The character of Pierre Richard is victorious and becomes the owner of the revue unmasking the dirty plot of the villains. Side-splitting.

塔基卡迪国建立在一片荒漠中。现在正值第三加第五等于第八加八等于第十六代夏尔国王掌权。夏尔国王不喜欢人民，人民也不喜欢他。国恶魔军官的囚宠王住在200多层城堡的最高处，而人民则被强迫住在不见阳光的地下，做着苦活。城堡里四处都是国王的雕像，画像和眼线。掌握集权和他人生死的国王也有自己的烦心事，他爱上了迷人的牧羊姑娘。但姑娘却追随着扫烟囱的少年，想要逃离这座城堡。二人的出走得到了小鸟的支持。 虽然小鸟极尽帮助，但牧羊姑娘还是被国王逮住，而扫烟囱的恰似爱如潮全文少年和小鸟则被关进了狮群。暗无天日的环境让狮子们丧失了斗志，但在小鸟一番煽动下，终于恢复了往日的雄风。于是狮群和小鸟们向着国王的婚礼进发。最终扫烟囱的少年能否救回牧羊姑娘，夏尔情欲片国王的集权世界又能否被打破。国王与小鸟，压迫与自由的故事就此上演。
